*      Merry Christmas and Happy New Year.  The President and Board of QRA extend their best wishes for Christmas and New Year to the Clubs and Members of QRA.

 

*      2006 Calendar.  Enclosed is the draft 2006 Calendar.

 

*      Nominations for Board and Council.  Nominations are called for 3 Board members and a Councillor in each Zone.  The nomination forms are enclosed.

 

*      Development/Marketing Officer.  The Board intends to appoint a part time Development/Marketing Officer, commencing employment on 1 February 2006.  A position description is available by emailing the Executive Officer.  Applications close on 31 December.

 

*      State Range Officer - Expressions of Interest.  Members holding a State level Range Officer accreditation, who may be interested in being appointed to the position of State Range Officer, are requested to forward an expression of interest to the Executive Officer by 13 January 2006.

 

*      State Coaching Director - Expressions of Interest.  Members interested in  being appointed to the position of State Coaching Director are requested to forward an expression of interest to the Executive Officer by 13 January 2006.

 

*      Funding to Country Clubs.  The initial rounds in 2005 saw 8 Clubs successful in obtaining grants and a total of $ 14,500 was approved with a further $ 6,000 being approved subject to further information being provided by Clubs. This response was very good and it is hoped that more clubs will apply in 2006. The guidelines for assistance for 2006 are enclosed.

 

*      Office Opening Saturdays.  The Office is now being opened from 11.30 to 12.30 pm on Saturdays.

 

*      Office Closure.  The Office will be closed for the festive season at 12.00pm on 16 December 2005 and reopen on 3 January 2006.

 

*      Q Store Closure.  The last trading day of the Q Store for the year will be 15 December 2005.  It will then be closed for end of year stocktake.  The Q Store will reopen on 5 January 2006.  For urgent orders during the closed period, Michael Hobbs may be contacted on 54957929.

 

*      Club Returns.  Club returns have been distributed to all clubs.  It would be appreciated if these could be returned as quickly as possible.  It should be noted that clubs are being requested to advise an email contact if possible.

 

*      Prize Meeting Notices.  If clubs wish to have their Prize Meeting Notices posted on the QRA website, please email an electronic copy to the Executive Officer.

 

*      Range Audit.  To assist with the management of QRA, the Board is seeking information on ranges used by Clubs.  Range audit forms have been forwarded to all Clubs.  It would be appreciated if these could be returned as soon as possible.

 

*      Firearms Storage.  The Government has announced the commencement of a firearms storage inspection.  The people to be inspected are generated randomly by Weapons Licensing Branch, and the inspection will be arranged with the licence holder by local Police.

 

*      Firearms Security.  Weapons Licensing Branch has advised concerns about firearms being left unattended on ranges and it has been observed at Belmont that the practice of leaving firearms in insecure cars continues.  It is recommended that all members pay more attention to the security of their firearms.

 

*      ATR Dates.  Dates for submission of notices and copy for inclusion in the ATR are shown below:.

*      Qld Police Service Weapons Licensing Branch Have Moved.  Weapons Licensing Branch has moved to 46 Charlotte Street, Brisbane.   If you need assistance, contact the switch operator on 3015 7777 and your call will be directed to the appropriate area.   The postal address remains the same: GPO Box 892, Brisbane Qld 4001.

 

*      Integrated Grants Information Service.  The Integrated Grants Information Service provides information on the complete range of grants administered by Queensland Government departments and is available at www.qld.gov.au/grants.

 

*      Blue Cards for Volunteers – “No Card, No Start”.  All clubs should now be aware of the requirement for all volunteers working in Queensland with children (under 18 years of age), to hold proof of suitability in the form of a Blue Card issued by the Commission for Children and Young People.   Applications can take 4-6 weeks to be processed before the card is issued.   Be aware that interstate visitors such as officials and coaches are not exempt from this requirement.   The law is “No Card, No Start’.   More information can be found on the website www.ccypcg.qld.gov.au.

*      Council Appointment.  Mr Rodney Prayle has been elected as one of the Zone 3 representatives on the Council.  His appointment is to March 2008.  He is responsible for Biggenden, Bundaberg and Maryborough Clubs.

 

*      Veterans Team.  The following members will form the Queensland Veterans Team to compete in the Veterans National Teams Matches in Tasmania in 2006:

*      Funding Assistance.  A second round of country club financial assistance has been offered, with submissions due by 31 October.  Guidelines and application forms were distributed with the September Newsletter and can be obtained from the Office.  Funds for this assistance are provided from works carried out at Belmont.  To allow these projects to continue, and therefore ensure that funds remain available for as long as possible, the Board has approved the purchase of a bulldozer, which will be placed on site soon.

 

*      Oceania 2005.  Congratulations to the following members who have been selected in Australian Fullbore Team for the Oceania Championships:

*      Level 1 Coaching Course.  Reminder.  An ASA Level 1 Coaching Course (Rifle) is to be conducted by Queensland Target Sports (Small Bore) on 19/20 November.  Cost per head will be $30 which will include lunches on both days.  It is requested that nominations be forwarded to the Executive Officer by 4 November.

 

*      Prize Meetings.  Club who have conducted Prize Meetings and have not forwarded their results, are requested to send them in as quickly as possible.  Also, Clubs are requested to forward their request for approval of Prize Meeting dates for 2006, so that they can be considered by the Board and the calendar can be confirmed.

 

*      Information.  If you wish more information on decisions made by the Board, or other aspects of Association business, please contact the Councillor responsible for your Club.

*      Life Member.  Life Membership of QRA was bestowed on Gordon Duncan at the recent Queens in recognition of his service to QRA as the longest serving Chairman of the Board/Council, and in many other administrative capacities at State and national level.

 

*      Board Appointment.  Mr Cam Ellis was elected to the Board to fill the casual vacancy left following the resignation of Mr Barry Gordon.  With the election of Mr Ellis to the Board, there is a vacancy for a Zone 1 representative on the Council of QRA.  As this position would have up for re-election in Mar 2006, it has been decided to leave this position vacant until then.

 

*      Council Resignation.  Mr Greg Gartner has resigned as one of the Zone 3 representatives on the Council.  Nominations are called to fill the casual vacancy.  A nomination form is enclosed.

 

*      Ladies Teams Matches.  The Ladies National Teams Matches were held at Belmont over two days before the Queens.  Results were:

 

*      Presidents Match (15 shots at 1000 yards).  Won by NSW on a countback from Queensland.

*      Medland Match (10 shots at 300, 600, 900 and 1000 yards).  Won by Queensland from NSW.  The last time Queensland won the Medland Match was 1986, and there had been only one other win since the competition commenced in 1968.

 

CONGRATULATIONS TO THE MEMBERS OF THE TEAM

 

*      State Teams.  The following appointments have been made for the Veterans Team to compete in the Veterans National Teams Matches in Tasmania in 2006:

*      Oceania 2005.  The Oceania Championships will be held at Belmont from 30 October to 6 November.  The Organising Committee is seeking volunteers to assist with the conduct of the fullbore and 300 metre events.  Range Officers, a Butts Officer and markers are required.  Anyone interested is requested to contact the Executive Officer.

 

*      Development Workshop.  The next Development Workshop is planned for 15/16 October, to be held at North Arm.

 

*      ATR.  Members will have noted that the NRAA fees are being changed from 1 July, and receipt of the ATR will be optional.  As QRA members have paid their fees until 31 December, it is intended that members will continue to receive the ATR until the end of the year.  When memberships are renewed for 2006, members will be given the option to choose whether they wish to continue to receive the ATR, or not.

*      Prize Meeting Results.  The NRAA is conducting a grading trial and has requested the provision of all Prize Meeting results.  It would be appreciated if all results could be forwarded to the Office as soon as possible after the event.  Any DRAs or clubs who have conducted meetings this, and have not sent in their results, are requested to do so.

CLUB ASSISTANCE GUIDELINES

 

Following on from the first round of assistance to country clubs, a second round will be available each year, depending on the availability of funding.

 

Funds are available for the following purposes:

 

*      Capital Works.  Capital works, such as butts and mound repairs, road works, mowers, toilet and shower upgrades.  $5000 or one third of the cost, whichever is the lesser.

 

*      Marketing and Membership.  Marketing and membership expenses.  $1000 or 50%, whichever is the lesser.

 

*      Retrospective Applications.  Retrospective applications will be considered in the above areas, for projects that started after 1 January 2005 and were completed before the first round of applications closed in the first half of this year.  The amount of assistance will depend on the number of applications received.

 

*      Simulators.  Simulators for new members and training.  expressions of interest are called from interested clubs. Depending on the number of enquiries, the QRA will obtain quotes from suppliers, and may be able to assist with the cost of purchase.Three clubs have already expressed interest.

 

*      Future Funding.  If a club has been successful in a category in the first round of the year, they can only apply in another category in the second round.  In subsequent years, clubs that have not been funded previously, may receive priority, depending on the quality of their application.

 

CLOSING DATE.  Applications for this next round, with supporting documentation, are to be received by MONDAY, 31 October 2005.

*      Fraser Shield.  Congratulations to the QRA for winning the Fraser Shield at the recent NQRA Queens.

 

*      Funding Assistance.  Funding assistance applications were received from 9 clubs.  As a result of the encouraging number of applications received it has been decided to offer two rounds of assistance each year, in May and November.  Forms for the next round will be sent out to clubs later.

 

*       Queen’s Prize Meeting.  Clubs are requested to consider again donating to support the QPM.

 

*      Queensland Veterans Team – Tasmania 2006.  Eligible nominees are reminded that nominations for Captain, Manager, Wind Coaches and Shooters for the Queensland Veterans Team to compete at the National Veteran Championships at Pontville, January 2006, are to be forwarded to Executive Officer by 30 June 2005.  The matches will follow the TRA Queens, on 27-28 January.

*      From the Technical Committee:

*      It has been noticed that some factory loaded rounds of ammunition have slight case imperfections.  It is recommended that shooters examine their cartridges carefully before attempting to chamber them.

*      The NRAA has notified a recall of some batches of ammunition.  None of the batches are held by QRA, but the event that an individual may have obtained ammunition from a different source, the batch numbers are:  A2DVM71, A2DWN7, A2DWC4, A2DWC7.  It is recommended that members check whether they have any of these batches, and return them to the QRA Office.

*      NRAA Standard Incident Report Form.  Enclosed with this Newsletter is the NRAA Standard Incident Report Form which is to be submitted to QRA for on forwarding to the NRAA should any incident involving live firing occur on a range.  (see SSRs 1.2).

*      Cycling Test.  Following representations made by QRA in relation to the cycling test outlined in SSR 3.5.2.4, the NRAA has revised the Rule which comes into effect immediately.  The new Rule is:

 

“Before commencement of shooting on the day, the scorer must witness the competitor undergoing a ‘vigorous cycling’ test on his firearm on the mound.  Procedure:

1.      Ascertian the chamber is empty.

2.      Close the bolt smartly.

3.      Test fire the trigger (snap caps may be used).

4.      If the rifle fails the vigorous cycling test, the rifle will be declared unsafe and the RO will be immediately notified.

5.      Mark the scoring card passed or failed”.

 

*      Women and Girls in Sport.  A Woman and Girls in sport professional development forum will be held at Carina Leagues Club on 4 July, from 5.45 – 8.00 pm.  Panellists include Tracey Stockwell, President Womensport Queensland and June Canavan, a Sports Physician.  Register interest in attending with Tricia Brown on 38958383.

 

*      Q Store Closure.  The Q Store will be closed for stocktake and renovations in the week 4-8 July.  It would be appreciated if orders could be processed well in advance.

*      Reminder - Funding Assistance.  The QRA Board has decided to establish a club financial assistance programme, in two categories: Capital Works and Membership Development.  Applications for 2005 are to be received by the Executive Officer by 30 April.  Decisions will be advised by 1 July and clubs will have 12 months from the date of approval to utilise the grant.  Application forms are enclosed.

 

*      Range Officer Course.  A Range Officer Course is to be conducted at Blackwater in early May.  Exact date to be confirmed.  Nominations are to be forwarded to Greg at the QRA Office by 30 April.

 

*      Junior Development Clinic.  The Junior Development Clinic will be conducted at Belmont on 21/22 May The cost for this Clinic is $30.  Please forward nominations to the Executive Officer by 13 May.

 

*      Range Officers for Queens.  Range Officers are required for both the National and QRA Queens.  Members interested are requested to forward an Expression of Interest to the Executive Officer by 30 May 2005.

 

*      Marking for Queens.  Markers are required for both the National and QRA Queens in June and August respectively.  Please contact Karen at the QRA Office if you can assist.

 

*       Queen’s Prize Meeting.  Clubs are requested to consider again donating to support the QPM.

*      Serial Numbers on Rifles.  Weapons Licensing Branch has advised that over the next few months their officers will be looking at the firearms recorded on the system.  If any of your firearms do not have a serial number, it will be necessary to have one engraved on the firearm.

 

*      PTAs.  Weapons Licensing Branch has advised some changes to the processing of ‘Permits to Acquire’.  The applicant is now required to:

*      Fill in all disposer details of the Dealer if known.

*      Fill in the calibre and action as a minimum description of the firearms being purchased.

*      If the applicant is uncertain which Dealer they will be purchasing the firearms from, write “Dealer” in the Disposer section of the application.

*      If it is a private transaction, the Applicant must give full details of the Disposer with full firearm details.

 

*      Blue Card.  Clubs are reminded that it is necessary for anyone working with children to apply for a ‘Blue Card’ from the Commission for Children and Young People.  This should include a Butts Officer if children are employed in the butts.

 

*      Reminder to Trainers and Treasurers.  All cheques for Safety Course training should be made out to “QRA Training and Trust Account”.

 

*      VHS Tapes.  If you have any old VHS tapes suitable for general viewing, please consider donating them to QRA.

 

*      New Member Fees.  Pro rata fees for new members joining after 1 April are as follows:

*      Election of Councillors.  Following the election of the new Board, it is now necessary to elect a Council consisting of three representatives from each Zone.  Some positions are already filled by members of the old Board.  Nominations are called for vacant positions.  Nominees need to submit their nominations by 28 February.  Nominees would need to be available to attend the Annual General Meeting (6.00 pm 18 March) and Planning Workshop (9.00 to 12.30 19 March) to be held at Belmont.  The nomination form is enclosed.

 

*      Prize Meetings.  If clubs wish to have their Prize Meeting Notices posted on the QRA website, please email an electronic copy to the Executive Officer.  Please note the Biloela Prize Meeting will not be held this year.  Also note the Wondai Prize Meeting is back on.

 

*      Club Development Workshop.  At the Strategic Planning Workshop held in May last year, it was decided that a priority activity of the QRA Board should be to assist club development.  The first Club Development Workshop will be held at Toowoomba on 2/3 April.  Separate details will be forwarded to clubs in the area.

 

*      Funding Assistance.  The QRA Board has decided to establish a club financial assistance programme, in two categories: Capital Works and Membership Development.  Applications for 2005 are to be received by the Executive Officer by 30 April.  Decisions will be advised by 1 July and clubs will have 12 months from the date of approval to utilise the grant.  Application forms are enclosed.

 

*      Government Grants.  Sport and Recreation Queensland has launched the Club Development and Minor Facilities Programs.  Applications must be submitted by 18 March.  Information is on the SRQ website www.sportrec.qld.gov.au

 

*      Courses and Clinics.  It is intended to conduct the following courses and clinics throughout the year:

 

*      Reloading presented by Michael Hobbs (expressions of interest direct to Michael) (cost $50).

*      Junior Development Clinic on 21/22 May (cost $30).

*      Mental Skills Clinic presented by Don Brook on 24/25 September (cost $100).

*      ASA Level 1 Coaching Course presented by Queensland Target Sports (the Small Bore Association) on 19/20 November (cost TBA).

 

Clubs are requested to canvass members and advise interest in attending these courses and clinics as early as possible, so that funding opportunities can be explored.

 

*      ATR Dates.  Dates for submission of notices and copy for inclusion in the ATR for 2005 are:

 

*      #56 May/June – 18 March

*      #57 July/August - 20 May

*      #58 September/October - 22 July

*      #59 November/December - 16 September

*      #60 January/February - 18 November

 

*      Junior Development.  If you have any old rifle parts or equipment you no longer use, please consider dropping it into the Q Store and it will be sold to assist junior development.

 

*      Marking for Queens.  Markers are required for both the National and QRA Queens in June and August respectively.  Please contact Karen at the QRA Office if you can assist.
